About the Circuit Breaker
If the City issues building permits for fewer than 29,049 new homes by January 31, 2027, then the City must
enact and implement additional rezoning outside of Priority Equity Geographies and areas vulnerable to displacement, and additional
constraints reductions for housing projects. The scale of this action must accommodate 115% of the shortfall (net of capacity created in Action 7.1.1),
and shall not add new constraints beyond those in effect as of January 31, 2027. This dashboard tracks progress toward that threshold.
